是否可在国内用信用卡缴纳美国专利年费?

在美国专利商标局的线交费窗口，其中可选择信用卡交费，
如附件图所示，其中可选择中国，在City一栏中，其上注明：if outside the US, please select others

是否意味着可在中国国内利用个VISA卡缴纳美国专利年费，谢谢！

费用分别为：
3年半内
7年半内
11年半内
3年半内额外费用－过期6个月内交款
7年半内额外费用－过期6个月内交款
11年半内额外费用－过期6个月内交款
期满后的额外费-过期交款是不可避免的
期满后的额外费-过期交款是非故意的

前面的费用适用于一般专利申请
后面的适用于小规模的团体费用减半
注意不要专门成立小团体申请专利来欺诈PTO，因为这样的行为被发现後专利无效，当时我们就进行了可行性分析报告，驳回了老板的省钱想法-_-b

其中的表格为信用卡支付确认函，其中也有国家项的提示，但就是不确定是否可以在国内缴纳！也没有听谁曾如此操作过。
