请问下文所指的“后一国家”是指转让人所在国家，还是受让人所在国家？
按照英文条款理解，似乎是转让人国家（英文提到两次country，而latter country似乎可以理解为条款中第二次出现的country？也就是英文中所指的转让人国家。但中文条款怎么看起来表述的似乎是受让人国家呢？）
《商标国际注册马德里协定》第九条第二款规定：
（一）当在国际注册簿上注册的一个商标转让给一个缔约国的人，而该缔约国不是此人以其自己名义取得国际注册的国家时，后一国家的注册当局得将该转让通知国际局。
英文条款：
When a mark registered in the International Register is transferred to a person established in a contracting country other than the country of the person in whose name the international registration stands, the transfer shall be notified to the International Bureau by the Office of the latter country.
